Each healing drone will heal their owner for 25hp/tick for a limited amount of time when not at full health. They will then need to recharge after 8 ticks before being able to heal the owner again. It is not affected by Arms Race.
It appears to be incredibly rare though some people playing over 100 hours and not finding it.
